* fhandler_serial.cc (fhandler_serial::raw_read): Use correct type for 

minchars.
(fhandler_serial::ioctl): Set errno if the ClearCommError fails.
(fhandler_serial::tcsetattr): Use correct value for vmin_.
(fhandler_serial::tcgetattr): Ditto.
