* cygwin.din: Add fchdir symbols. 

* path.cc (chdir): Guard against invalid parameter.
         (fchdir): New function.
         * include/cygwin/version.h: Bump API minor version to 40.
         * uinfo.cc (internal_getlogin): Remove unused variable.
