Use machine header file for endianness configuration.

   * libc/sys/arm/sys/param.h (BIG_ENDIAN, LITTLE_ENDIAN): Moved
   to machine/endian.h.
   * libc/machine/arm/machine/param.h (BYTE_ORDER): Idem.
   * libc/machine/arm/machine/endian.h: New.
