* libc/include/ctype.h: Remove isblank macro. 

* libc/ctype/Makefile.am (LIB_SOURCES): Add isblank.c.
	* libc/ctype/isblank.c: New file.
	* libc/include/ctype.h [!__STRICT_ANSI__]: Add isblank
	declaration.  Add isblank macro.
