* cygwin.din: Export reallocf. 

* malloc_wrapper.cc( reallocf): New function.
	* posix.sgml: Add reallocf to BSD section.
	* include/cygwin/version.h: Bump API minor number.
	* libc/fts.c: Remove erroneous reallocf definition.
